2013 Highway Safety Improvement Program
Striping and Signage Improvements
The Trinity County Department of Transportation (TCDOT) will accept proposals until 5:00 p.m. Tuesday, March 8, 2016 from engineering firms to perform safety studies and to prepare full PS&E bid documents for three Highway Safety Improvement Projects (HSIP). Three separate contracts will be awarded to the successful consulting firm.
Two of these HSIP projects are funded to provide pavement markings, including edgeline and centerline, on numerous roads in Trinity County. Approximately 200 centerline miles of roadway are included in these pavement marking projects. Many of these roads are only striped with centerline, or are not currently striped at all. It is expected that the selected consulting firm will perform studies on these roadways to determine the safe and appropriate striping layout and type of marking. The final product will be a safety report and a bid ready PS&E package for construction.
The third HSIP project is funded to update or install new curve warning signage at specific curve locations. It is expected that the consultant will review these locations for the appropriate safety improvements, provide a report outlining the findings, and prepare a bid ready PS&E package for construction.
Contracts shall not be awarded to a consultant without an adequate financial management and accounting system as required by 48 CFR Part 16.301-3, 49 CFR Part 18, and 48 CFR Part 31.

2. Right of Way Clarification:
ROW acquisition is not anticipated for the striping contracts.
For signage contract the selected consultant will be expected to evaluate ROW needs and provide AutoCAD drawings outlining the ROW needs, including permanent ROW and construction easements. Locating existing ROW, preparing ROW plat maps and legal descriptions, and acquiring the ROW will be the responsibility of the County.
